Metropolitan Water Reclamation District of Greater Chicago

The MWRD Board of Commissioners approved the 2021-2025 Strategic Plan effective June 3, 2021. The MWRD will update the plan on a yearly basis.

The new plan was designed to:

  • Articulate the mission, vision, and strategic goals for the MWRD for the next five years;
  • Identify a set of strategic initiatives to achieve those goals; and
  • Provide a framework for measuring progress and reviewing/updating the Plan on an annual basis.

The planning process began in September 2020 using a comprehensive, staged approach that consisted of four consecutive phases.

Phase 1: Desired Future State and Current State

  • Solicit input from stakeholders, internal and external
  • Collect data on key performance metrics
  • Assess the current state and identify the desired current state

Phase 2: Strategic Vision and Goals

  • Align strategic goals and vision with leadership
  • Identify gaps that will need to be addressed to achieve strategic goals

Phase 3: Strategic Roadmap

  • Identify preliminary strategic initiatives through working sessions with MWRD staff
  • Engage stakeholders around preliminary initiatives
  • Align on the strategic roadmap with leadership

Phase 4: Five-Year Strategic Plan & Implementation

  • Finalize plan
  • Engage stakeholders around preliminary initiatives
  • Review annually and publish in the Budget Book
